Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of August 14, 2007, following the Public Hearing of August 7, 2007, voted to
grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forward in your
application completed on July 19, 2007, and as you were informed in Status Update Letter 08-2031 (LPC
06-2440), issued August 20, 2007.

The proposed work, as approved, includes constructing a two-story, 16' 9 ½ " deep addition on the front of the
building clad in brick, with three two-over-two, double-hung wood windows with bluestone lintels and sills at the
second floor, one large opening with a painted steel lintel and a six panel painted wood and glass sliding door at
the first floor, and a painted wood cornice; painting all exterior trim dark green/gray; constructing a brick and
glass enclosed stair on the south elevation; and constructing a painted cement board-clad shed with a standing
seam metal roof in the front yard, as shown in drawings and photographs labeled 1 and 11, dated August 7, 2007,
and 2 through 10, dated August 9, 2006, prepared by Baxt/Ingui Architects, submitted as components of the
application and presented at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the designation report states that 36 Strong Place is an
altered stable built in the mid-19th century. The Commission further notes that Certificate of Appropriateness
83-0022 was issued August 2, 1982 for facade alterations including creating new window openings and an
entrance at the ground floor, installing new window lintels at the 2nd floor, and installing a new cornice.

With regard to this proposal, the Commission found that the existing façade has been highly altered from its
original appearance, and thus, its removal would not cause the elimination of significant historic fabric; that the
design of the proposed façade including paneled garage doors with multi-pane windows, will restore the building
to a more utilitarian appearance that is closer to its original character and function as a carriage house; that the
proposed two-over-two, wood windows with brownstone lintels, and the simple painted wood cornice, will match
the historic configuration of the second floor; that even with the addition, the building will still be located far
back on the site, and thus will retain its historic relationship with the streetscape; that the increased volume of the
building will still be keeping with the size of historic carriage houses; and that the proposed storage shed is a
common utilitarian garden structure which will be in keeping with the historic context of the building. Based on
these findings, the Commission determined the proposed work to be appropriate to the building and the historic
district, and voted to approve this application.

In voting to grant this approved, the Commission made its determination subject to the condition that two sets of
the final signed and sealed Department of Buildings filing drawings be submitted to the staff of the Commission
for review and approval.

Subsequently, the staff of the Commission received drawings BD1 through BD5, dated October 1, 2007, prepared
by Baxt/Ingui Architects. The Commission reviewed the drawings and found that the proposal approved by the
Commission has been maintained. Based on this and the above findings, the drawings have been marked
approved by the LPC with a perforated seal and Certificate of Appropriateness 08-4149 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
