Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of November 21, 2006 following the Public Hearing of the same date voted to
approve with modifications, a proposal for a rear yard addition at the subject premises, as put forward in your
application completed on October 26, 2006, and as you were notified in Status Update Letter 07-3850 (LPC
07-1037) issued on November 22, 2006.

The proposal, as approved, consists of constructing a brick two-story plus basement rear addition, featuring a
balcony on the second and third floors, a metal stair at the first floor, and steps at the basement, as shown in
photographs, a block plan and drawings A-1 to A-3, dated April 12, 2006, prepared by Ronald Blake, Architect,
submitted as components of the application and presented at the Public Hearing and Public Meeting. As initially
proposed, the work included brick parapet walls with rails at the second and third floor balconies and the creation
of a third masonry opening at the third floor of the existing rear facade.

In reviewing this proposal, the Commission noted that the Fort Greene Historic District designation report
describes 230 Carlton Avenue as one of three Anglo-Italianate style three-story row houses built in 1863, and that
in terms of its style, scale, materials and details, the building contributes to the special architectural and historic
character for which the Fort Greene Historic District was designated.

With regard to this proposal, the Commission found that the proposed rear addition will not eliminate significant
features from the rear of the building; that the addition will only be visible through an empty lot at an oblique
angle from the street and will be partially obscured by a garden fence; that the proposed rear addition will not rise
to the full height of the building and that the work will retain the building's relationship to the row by maintaining
the original plane of the rear wall at the upper story; and that other buildings within the block feature rear
additions that extend further than, or as far as the proposed addition, therefore the proposed addition will not
diminish the central green space.

However, in voting to grant this approval, the Commission stipulated that the modifications at the third floor of
the rear facade be limited to the enlargement of only one window by dropping the sill to accommodate a door;
that the third and second floor balconies be enclosed with rails instead of brick parapet walls, and that a set of
unmounted copies of the presentation drawings and two final signed and sealed copies of the Department of
Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and
approval.

Subsequently, on November 24, 2006, the Commission received revised drawings A-1 to A-3, dated April 12,
2006 prepared by Ronald Blake, Architect. Accordingly, staff reviewed the material and found that the change
requested by the Commission had been incorporated into the proposal; and that the proposal approved by the
Commission has been maintained. Based on this and the above findings, the drawings have been marked
approved by the Landmarks Preservation Commission with a perforated seal, and the Certificate of Approval
07-3882 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
