Two men fled on foot. Police in pursuit arrived shortly after. Investigators arrived on scene around 1am.

UPDATE
Along my route from 116th 2/3 station, I passed ONE (and only one) police flyer posted on a tree on 118th St near the NW corner. I did not see any additional flyers along W 118th Stt... which begs the obvious question: Why?
The lone flyer says:
A shooting occurred around 12:40am at 103 W 118th Street. The victim is a 12-year old girl who was standing in front of the location.
Which begs a second obvious question.
Why was a twelve-year-old girl out the streets at 12:40 AM ?

No. It was 12:40am. I was awake when it happened and when the police arrived and blockaded the street.
We are feeling that neighborhoods may have to take on block watches for their own communities with some much crime going on. We'll be doing some editorial on this soon. Heidi, do you have a block association?

I'm new to the neighborhood. I'm aware that there is a block association but I've heard its small and meets infrequently.
Thought the 118 st Lenox/7th ave Block Association was active?
They held a block party earlier this year but when I asked about the association, the person I spoke with said that they don't really do much during the year.

The 28th Precinct Community Council meeting is on for tomorrow,
Wednesday, Sept. 14 at 6:30 PM. This is the first meeting for the new,
CO, Kevin Williams and for a newly appointed community affairs officer.
Because of anticipation of larger-than-usual crowds, the location has
been moved from the precinct to Touro College, 230 W. 125th Street.
